PROBLEM TO BE SOLVED: To reduce time required to identify a recognition target character.SOLUTION: A license-plate identification unit 32 performs matching processing between a dictionary image stored in a serial designation number or vehicle number dictionary DB 41 and a picked-up license plate image, and identifies a serial designation number or vehicle number of the picked-up license plate image. A blur-index-value calculation unit 34 calculates a blur index value of the license plate image based on the serial designation number or vehicle number identified by the license-plate identification unit 32. Furthermore, a to-be-used dictionary determination unit 35 determines a dictionary image to be used in the matching processing on a recognition target character (Land Transport Office name, classification number, Kana) other than the serial designation number or vehicle number out of dictionary images stored in a recognition target character dictionary DB 42, based on the blur-index-value calculated by the blur-index-value calculation unit 34. A recognition-target-character identification unit 36 identifies the recognition target character using the dictionary image determined by the to-be-used dictionary determination unit 35.
