A method 200 for creating a human resource plan for a hospital system is provided. At step 202, one or more inputs 46, 48, 50 for one or more health care services respectively associated with at least one of hospital data and target data are received. In step 204, a deformation of one or more inputs 46, 48, 50 is simulated. At step 206, one or more inputs 46, 48, 50 are optimized from the variations of the simulated input. At step 208, one or more output human resources plans 78 are created from the optimized inputs.
