PROBLEM TO BE SOLVED: To provide a recycle system or the like that safely performs pyrolysis to waste plastic in which PVC and PVDC are mixed, effectively utilizes energy gas of hydrocarbon or the like obtained by pyrolysis, and recycles aluminum deposition film included in pyrolysis residue.SOLUTION: A pyrolysis furnace, which performs pyrolysis by an external heating method in an oxygen-free atmosphere while stirring in a rotary kiln, performs pyrolysis at the temperature of 450°C to 650°C. Hydrated lime is added to target waste plastic, and reacted in the pyrolysis furnace to suppress generation of hydrogen chloride gas. Energy gas of hydrocarbon or the like generated during pyrolysis is effectively utilized as thermal energy in a gas combustion furnace or the like. Pyrolysis residue is aluminum deposition film deposited on plastic, calcium chloride created by reaction between hydrated lime and hydrogen chloride gas, silica or the liked contained in plastic. The aluminum deposition film is collected and recycled into aluminum, calcium chloride can be used as a snow melting agent, and silica or the like can be used as adsorbent the like.
