PROBLEM TO BE SOLVED: To automatically set inspection plans of regular inspections for a plant and level these inspection plans.SOLUTION: Provided is a plant inspection plan creation method implemented by a system that includes a maintenance-information storage unit 2 containing placement information of areas of a plant, inspection parts of each area, each deterioration event in the inspection parts, and an inspection cycle of the deterioration event at a time of inspecting the plant in a predetermined cycle; and an inspection plan creation unit 3 creating an inspection plan. The inspection plan creation unit 3 includes an automatic sorting processing unit 31; and a leveling processing unit 33. The automatic sorting processing unit 31 creates the inspection plan such that an inspection of each deterioration event is sorted for each regular inspection on the basis of information contained in the maintenance-information storage unit 2, and the leveling processing unit 33 calculates inspection volumes in the respective regular inspections from the inspection plan, and levels the inspection volumes in the respective regular inspections in this inspection plan while referring to each area.
