The present invention relates to methods and systems for defining sensors and developing classifiers for sensor responses in a utility distribution network. The experiments are conducted by selectively varying the parameters of the utility distribution network and observing the network responses to variation. The methods and systems of the present invention then associate utility-specific sensor responses to specific variations in utility parameters, based on knowledge of the space areas of time periods where the variation in parameters from the distribution network may affect the sensor response. This associated data is then used to update a distribution network response model.
