The present invention relates to a lacquer composition comprising a hydrophilic mouthwash, such as a peroxide material, dispersed in a solution of a hydrophobic film-forming polymer in a nonpolar solvent. The solvent is selected to be a good solvent for the polymer and susceptible to evaporation. The composition may be applied as a single layer varnish, preferably a bleach varnish. For example, the dispersed hydrophilic peroxide material is an aqueous peroxide solution, such as a hydrogen peroxide solution, whereby the dispersion is an emulsion.
