A method for generating a technology cycle time index database on the basis of backward citation according to an embodiment of the present invention comprises the steps of: calculating, by a citation period calculation unit, citation periods for each of a plurality of registered patents belonging to a specific classification, wherein the citation periods are differences between the registration year of a registered patent and the registration years of patents cited by the corresponding registered patent; calculating, by a first statistical value calculation unit, a first statistical value for each of the plurality of the registered patents, wherein the first statistical value is a statistical value of the citation periods calculated for each of the registered patents; and calculating, by a second statistical value calculation unit, a second statistical value which is a statistical value of all first statistical values, each being calculated for each of the registered patents.
