The present invention addresses the problem of providing: a fluid cell that suppresses dissolving of a gas in a fluid layer even when a plastic substrate is greatly deformed as the plastic substrate becomes elongated or contacted; a three-dimensional structure fluid cell that uses the fluid cell; and a method for manufacturing the three-dimensional structure fluid cell. A fluid cell according to the present invention has a first plastic substrate, a first conductive layer, a fluid layer, a second conductive layer, and a second plastic substrate, in this order, and further has polymer layers respectively between the first plastic substrate and the fluid layer and between the second plastic substrate and the fluid layer. At least one of the first plastic substrate and the second plastic substrate is a heat-shrinkable film having a heat shrinkage of 5-75%, and the oxygen transmission coefficient of each of the polymer layers is equal to or less than 50cc·mm/m2·day·atom.
