A phase modulator 10 comprises: one or more waveguides provided on a substrate 12, including at least a first waveguide 21; and a plurality of heaters provided on the substrate 12. The plurality of heaters include a first heater 31 for heating the first waveguide 21, and a second heater 32 for heating a location separate from the first waveguide 21. The plurality of heaters are driven such that the total power consumption thereof is constant. The plurality of heaters may be driven such that the amount of change in the power consumption of the first heater 31 and the amount of change in the power consumption of the second heater 32 balance out one another.
