The present invention applies to projects such as regional outburst elimination for coal roadway driving or for coal extraction, and discloses a method for efficient gas drainage in coal roadway strips and regional outburst elimination by performing staged fracturing with long borehole floor beddings. Staged fracturing is performed by drilling a floor bedding borehole (5) into a hard floor stratum (2) of a coal seam (1) having outburst risk in an existing roadway (3) along a direction of a coal seam roadway (4) to be driven, and regional outburst elimination on coal road strips is performed by stage-by-stage drainage or drainage in a whole stage by means of fractured fissures; and it is determined, according to a drainage amount, whether drainage has reached a set standard; if so, a coal seam borehole (6) is constructed along boundaries on both sides of the coal seam roadway within a range of effective outburst prevention measures, an effectiveness test on the regional outburst prevention measures and further drainage are performed; and then coal seam roadway driving is performed while enforcing a rule of regional verifying measures and partial four-in-one measures. The present invention has advantages such as replacement of roadways with boreholes, a low number of boreholes, a wide fracturing range, a low degree of stress concentration in coal bodies surrounding fracturing regions, effective pressure relief, a short period of time in reaching a drainage standard, good applicability in coal seam parameters, and a wide range of applications.
