Disclosed is an efficient frequency sensing and channel allocating method using a genetic algorithm in a cognitive wireless network. In the frequency sensing and channel allocating method in a cognitive wireless network in which a virtual cluster head corresponding to a secondary user, and a plurality of member nodes participate, the method comprises the steps of: collecting channel information and traffic information corresponding to each of a plurality of member nodes by performing wideband sensing on member nodes participating in the cognitive wireless network; generating a hopping channel list including a usable common channel based on the channel information; transmitting the hopping channel list to the plurality of member nodes; and determining a member node for sensing, and a member node for data transmission, among the plurality of member nodes, based on the traffic information and the genetic algorithm at each hopping time. During the current hopping time, sensing for the next hopping channel is performed through the member node for the determined sensing, and data transmission can be performed through the member node for the data transmission.
