The present invention relates to a photovoltaic heating system and a method for implementing the same. The photovoltaic heating system comprises: a photovoltaic unit which produces electric energy by receiving the light energy of the sun; and a heating unit which is heated with electricity generated in the photovoltaic unit. According to an embodiment of the present invention, the photovoltaic heating system comprises: the photovoltaic unit which includes photovoltaic equipment for producing electric energy by receiving the light energy of the sun; and the heating unit which includes a photovoltaic electric heating body heated with the electricity generated in the photovoltaic unit. The photovoltaic electric heating body includes a parallel composite structure in which a plurality of fine wires having a predetermined resistance value are coupled to touch each other; and is a bundle of heating wires. The present invention enhances usability of the photovoltaic heating system by providing the photovoltaic electric heating body having safety.
