Various embodiments of the present invention relate to a practical examination system for an electronic communication certificate and a practical examination system using the same. More specifically, as to an electronic communication certificate which is used for determining whether an examinee is capable of using a wireless telephone facility or not, in order to improve a distress traffic capability of the examinee, existing simulation equipment is not used but actual wireless communication equipment for a vessel is technologically remodeled for an electronic communication certificate examination. To achive the purpose, the present invention includes: VHF hard case part for a proctor, including a wireless telephone facility for a proctor with a VHF wireless telephone function and a digital selection calling and exclusive receiving function; a voltage and resistance control part for a proctor; a VHF hard case part for an examinee, including a wireless telephone facility for an examinee with a digital selection calling and exclusive receiving function; and a voltage and resistance control part for an examinee. A distress warning is transmitted by wire from the wireless telephone facility for an examinee to the wireless telephone facility for a proctor by using a VHF DSC menu, a voice distress call and a voice distress notification are transmitted by wire through a VHF distress communication channel, and a voltage and resistance of the voltage and resistance control part for an examinee are controlled by the voltage and resistance control part for a proctor, and then, the voltage and the resistance are measured by the voltage and resistance control part for an examinee.
