The present invention is to provide an anti-resonant vibration insulation and vibration energy harvesting device of a new concept for performing harvest or insulation according to necessities of vibration energy in a structure. To this end, provided is the anti-resonant vibration insulation and energy harvesting device which includes: a base fixing unit which is fixated to a base structure; a cantilever whose one end is fixated to the base fixing unit; a first mass body which is fixated to the other end part which is an opposite end part fixated to the base fixing unit in the cantilever; a parallel frame which is arranged in parallel with the longitudinal direction of the cantilever and is fixated with the base fixing unit and the first mass body respectively through a hinge; a second mass body which is connected to be able to slide along the longitudinal direction of the parallel frame; and an adjusting member which adjusts a position on the parallel frame of the second mass body in the longitudinal direction.
