The present invention relates to a smart inspection device for early diagnosis of dementia and a method thereof. According to the present invention, health information are collected from multiple health information providers such as health insurance review and evaluation institutions, national health insurance corporation, hospitals, pharmacies, and rehab institutions. When there is an omitted part in data of items required for the diagnosis of dementia in the health information input by a user, a service operator, which builds a database of dementia-related information for each user, predicts and fills the omitted part of the data in the items through a learning process or a machine learning process using an artificial intelligence or finds and fills the omitted part of the data in the items with reference to the database having the dementia-related information for each user. Therefore, it is possible to diagnose dementia for the user or predict the future dementia state based on the data of each item required to make the diagnosis of dementia.
