The present invention relates to a method for manufacturing and constructing lightweight fire resistance foaming ceramic insulation for preventing fire spread on an exterior insulation layer of a building, which effectively inhibits the fire spread with respect to the exterior insulation layer of the building, never having been treated by a conventional fire protection facility, and prevents toxic gases from being generated, thereby being able to significantly enhance stability in fire. The present invention is based on a composition comprising: 75-95 wt% of glass sludge which is selected from one between waste glass powder and glass abrasive sludge or a mixture thereof; 1-20 wt% of an additive which is selected from one among fly ash, silica powder, waste concrete micropowder, stone powder and pearlite powder or a mixture made of two kinds or more thereof; 1-5 wt% of sodium silicate as a mixing and air entrainment additive; 0.1-5.0 wt% of an inorganic foaming agent selected from one among carbon black, calcium carbonate and magnesium carbonate or a mixture made of two kinds or more thereof in order to generate air bubbles at the temperature higher than a softening point of the glass sludge in a state of being surrounded by the glass sludge and then to form the air bubbles in the glass sludge in a state of being softened; and 1-10 wt% of a melting point lowering agent which is selected from one between boron and sodium carbonate or a mixture thereof in order to lower the melting point of the glass sludge.
