The random access (RA) technology of the Cellular Internet (CIOT) is discussed. An exemplary apparatus is configured for use in a user equipment (UE), the apparatus comprising a receiver circuit, a processor and a transmitter circuit. The receiver circuit is configured to receive RA resource allocation information via one of a system information message or a downlink control information (DCI) message. The processor is operatively coupled to the receiver circuitry to select an RA preamble sequence, generate a payload, and spread the payload through a spreading sequence. The transmitter circuit is configured to transmit an RA message comprising an RA preamble sequence and a payload based on the RA resource allocation information, wherein the RA message is transmitted in an RA slot. The receiver circuitry is further configured to receive a response including a UE device identity and one of an uplink (UL) acknowledgment or an RA reject message.
