The present invention relates to a method for manufacturing a portable apparatus for generating hydroxyl (OH) radicals and using the properties of the hydroxyl radicals to execute sterilization, pest-control, deodorization, pollution removal operations while removing the residual pollutants on agricultural and marine products and being as an alternative pesticide agent. According to an embodiment of the present invention, the portable hydroxyl radical generation apparatus includes: an electrolytic alkaline water conversion device (1); a tap water supply pipe (2); an electrolytic alkaline water supply pipe (3); an automatic control device (4); an ozone generator (5); an alkaline water immersion tank (6); a water temperature control refrigerator (7); an ozone discharging device (8) immersed in the water in the alkaline water immersion tank (6); a hydroxyl radical water spraying pipe (9); and a residual treatment water outlet (10).
