The present invention relates to an apparatus and a method for a non-hardened concrete slump test, capable of increasing the reliability of a slump test, testing concrete test objects having various sizes, and preventing the concrete test objects from being deformed by slump concrete. The apparatus includes: a base plate (10); a rotating rim (20) mounted on a bottom surface of the base plate so as to be rotated about a center of the base plate; slump concrete (30) installed on the base plate and providing a space in which concrete is poured so as to fabricate a concrete test object; a sensor support (40) rotating around the concrete test object together with the rotating rim; a slump sensor installed on the sensor support to detect slump changes while rotating around the concrete test object; and a controller for extracting the slump changes of the concrete test object based on the sensed value of the slump sensor, wherein the slump sensor includes at least one of a height sensor and a plurality of width sensors.
