The present invention relates to a circulating fluidized bed boiler capable of overcoming a combustion failure in a circulating fluidized bed boiler using solid fuel containing a nonflammable matter and a chorine component, and an operation method thereof. In particular, to prevent various problems (flowing failure, efficiency and temperature lowering, corrosion and damage to equipment, stable operation member, low efficiency, high temperature corrosion, and the like) caused when combusting solid refused fuel (SRF) and bio-SRF (formed and non-formed state), the nonflammable matter is continuously removed from the lower part of a combustion furnace by using an inclined air distribution plate, a circulating particle is prevented from being stacked on a slope between the combustion furnace and a cyclone to constantly maintain the amount of circulation, and an additional combustion space capable of sufficiently combusting a char component, which is light and requires a long combustion time, is secured, to remove clinker (slag) of fly ash containing a chlorine component caused by local heating, thereby preventing the clinker from being stacked to reduce high temperature corrosion of a tube.
