An apparatus for measuring oxygen permeability of a membrane according to the present invention prepares the same membrane as a fuel cell and allows supplied oxygen to permeate the membrane. Then, the apparatus measure a current generated by the reduction of oxygen to mathematically analyze 1) a rate at which the oxygen permeates the membrane, 2) a time-dependent flow rate of oxygen permeated through the membrane, 3) a maximum permeate flow rate of oxygen permeated through the membrane, and 5) a change in the permeated flow rate of oxygen according to the supplied oxygen concentration, and derives four factors including an oxygen diffusion coefficient, activation energy, solubility of oxygen and Henry′s constant, thereby measuring oxygen permeability of the membrane. Therefore, when the oxygen permeability measuring apparatus according to the present invention is used, it is possible to effectively measure the oxygen permeability of the gas diffusion layer, which is one of the core components of the fuel cell, and contribute to the improvement of the technology in the fuel cell field.
