The present invention relates to a method for manufacturing fluorescent gold nanoclusters excellent in quantum yield, and to fluorescent gold nanoclusters manufactured by the method. More specifically, provided are the method for manufacturing fluorescent gold nanoclusters by electrostatic self-assembly of the gold nanoclusters due to zinc (II) ions and to the fluorescent gold nanoclusters manufactured by the method. Accordingly, the fluorescent gold nanoclusters of the present invention can emit light with a maximum quantum yield of 60% in a wavelength range of 460 to 520 nm in an aqueous solution.
