The present invention relates to a transparent planar heating element having ductility and a heater including the same. More specifically, according to an embodiment of the present invention, a heating element capable of simultaneously implementing transparency and ductility can increase planar heating and transparency by using a coating method of SWCNT and attaching metal oxide such as ZnO to CNT and produce CNT : ZnO or CNT : TiO_2 in large quantities at low cost by using a hydrothermal method.
