Methods, systems and devices for wireless communication are described. The user equipment (UE) can monitor the neighboring cell and report the result to the serving base station. Based on the report, the serving base station may identify an estimated discovery reference signal (DRS) transmission window of the neighboring cell. In some cases, the UE may estimate and report parameters of the neighboring DRS transmission window, and in other cases, the UE may perform measurement reporting and the base station may infer the DRS transmission window parameters. The base station can then provide a DRS measurement timing configuration (DMTC) to the UE based on the estimated parameters of the neighboring cell so that the UE can monitor neighboring cells and serving cells in an efficient manner. For example, the UE may preserve battery life by suppressing monitoring of DRS during periods when no DRS transmissions are likely to be absent.
