The present invention relates to paper roof tiles for interior and exterior decorations and a manufacturing method thereof. The roof tiles can utilize industrial paper waste to recycle resources, significantly reduce the weight of roof tiles, improve productivity, reduce work time, and enable easy manufacturing to significantly reduce the product cost, thereby ensuring cost-efficiency and marketability of the products. According to the present invention, the method for manufacturing paper roof tiles includes: a raw material arranging step of arranging raw materials including paper powder for forming the paper roof tiles; a raw material mixture arranging step of arranging the mixture of raw materials by mixing the raw materials at a predetermined ratio; a kneading step of arranging a kneaded product by mixing the raw material mixture with water; an aging step of aging the kneaded product to produce quicklime; a shaping step of shaping the kneaded and aged product with a roof tile shaping frame; and a drying step of drying and completing the shaped product in the shaping step.
