Disclosed are a system and a method for building a hybrid mobile national defense situation map based on an SOA. The method of the present invention comprises the steps of: receiving a call for a location report service for a location report message converted into a KVMF format by a mobile device through a mobile relay server; receiving a WSDL for the location report service by determining whether the called location report service is valid and whether the KVMF format is correct; converting the KVMF format into a C4I data format, and determining whether redundant data exists; storing the location report service in a common situation map database when the redundant data exists; and generating a normal reception WSDL for the location report service, and transmitting a registration result for the location report service to the mobile device through the mobile relay server. According to the present invention, the same information may be synchronized and provided in real time.
