The present invention relates to a rice fish cake preparing apparatus. The rice fish cake preparing apparatus includes: a frame which is arranged on the lower end of a hopper storing ingredients for fish cakes including rice powder and discharges the ingredients to the lower part; a rotary cutter which cuts off the fish cake ingredients discharged to the lower part of the frame in a desired length and includes a driving hub, a rotary rim around the driving hub with a predetermined diameter, and a cutting wire having an end extended in the radial direction while being connected to the driving hub to have the extended end fixed to the rotary rim, transmit the rotational force of the driving hub to the rotary rim, simultaneously rotate the driving hub and the rotary rim, and cut the fish cake ingredients discharged to the lower part of the frame; a conveying unit which receives and conveys the pieces cut by the rotary cutter; and a control unit controlling the operation of the conveying unit and the rotary cutter. The rice fish cake preparing apparatus has a simple configuration for extruding the ingredients mixed with the rice powder, uses the rotary cutter to cut the ingredients extruded through the extrusion path, and makes a clean cut to produce good product quality. The cut surfaces of the ingredients are cooled. Both cut surfaces are cooled by a reversing unit to shrink the surface tissues and prepare fish cakes with a chewy texture.
