The present invention relates to a modem system using cargo box structure applied with pico-cell broadcast (PicoCast) standards. The modem system includes: a PicoCast base-band chip for using the cargo box structure applied with the PicoCast standards; a CPU which is connected to the PicoCast base band chip to execute control operations; a memory block which is connected to the CPU and has built-in algorithms for transmitting the smart grid apparatus state and adjusting the frequency of the cargo box needed for the operations of the CPU; a first 8-bit state pin which is arranged on the outside to transmit sensor information and remotely control the PicoCast base band chip; and a second 8-bit state pin which is arranged to receive and display the state signals transmitted from remote chips to the PicoCast base band chip. The CPU can adjust the frequencies of the individual cargo boxes by using algorithms built in the memory block while applying the national frequency standards of 917-960 MHz. The modem system can be used in network application fields having difficulties in the wireless communication on various lower dense sensor networks due to serious short-ranged wireless interferences, secure the continuous inspection time without wasting the time and frequencies due to the continuity in the frequency usage, and enable continuous 15-minute inspections of smart grids with respect to the national frequency standards of 917-960 MHz.
