The present invention proposes a cement concrete pavement composition including waterproof and anti-corrosive functions and a monolithic exposed cement concrete pavement method using the composition. The composition for cement concrete pavement comprises a cement binder, fine aggregate, coarse aggregate and water, and 2.0 to 3.4 parts by weight of a cement binder, 3.4 to 4.8 parts by weight of fine aggregate, and 5.7 to 7.1 parts by weight of a coarse aggregate are contained on the basis of 1 parts by weight of water. The monolithic exposed cement concrete pavement method using the composition for cement concrete pavement composition is composed of a preliminary preparation step, a depositing step, a planarization step, a surface treatment step, and a curing agent application step.
