According to the present invention, disclosed are a decision support system for evaluating and classifying the prospects of a candidate gas field based on limited information from both a business environment and a project and a method thereof. According to the present invention, an early decision support system may include a storage part for storing a gas field development environment evaluation and a project evaluation questionnaire from a plurality of experts; an evaluation point conversion part for converting the evaluation questionnaire into a quantified evaluation score; a DS combining part for calculating the converted score to a value by a Dempster-Shafer coupling rule; and a confidence level derivation part for deriving a minimum confidence level and a maximum confidence level from the value calculated by the DS combining part.
