[Solution] A drive control system 1 comprises an electric motor 34, a capacitor 28, a rotational speed sensor 44, a driving device 36, and a controlling device 50. The driving device 36 drives the electric motor 34 by supplying power from the capacitor 28 to the electric motor 34, and brakes a turning body 5 by storing the power generated by the electric motor 34 in the capacitor 28. The driving device 36 configured in this manner is configured so as to be driven with the driving power supplied from the capacitor 28. The controlling device 50 is configured so as to stop the supply of driving power from the capacitor 28 to the driving device 36 when a recharge stop condition is met. The recharge stop condition is a condition in which the turning speed detected by the rotational speed sensor 44 is equal to or less than a prescribed speed while the turning body 5 is decelerating.
