One policy server (such as policy and law of electric charges function), one policy enforcement device (such as policy and charging enforcement function, traffic detection function) and a variety of methods dynamically have herein been described as being used for from for the carrier that user terminal throttles in addition to active service attachment. Active service attachment shows that the bandwidth of the associated service traffic of business corresponding with one will be limited to a definition value after user, and consumption has a defined amount of the data correlation of corresponding business during the period that terminal is limited one. During period of the user terminal in restriction after the defined amount of consumption data, carrier throttling contains limitation carrying bandwidth to definition value.
