System for scheduling resource usage demands with an associated resource usage demand arrival time by means of a scheduler, said system comprising a usage period change mechanism associated with multiple revolving role detection functions each of which is comprised in a scheduling partition, each scheduling partition comprises at least one scheduling counter mechanisms for counting resource usage units within a usage period, wherein an amount of resource usage units consumed for demand satisfaction of a first resource usage demand is counted in a first scheduling counter mechanism associated with a first partition, and the amount of resource usage units consumed for demand satisfaction of a second resource usage demand is also counted in said first scheduling counting mechanism if no usage period change occurs between a demand satisfaction start time of the first resource usage demand and a demand satisfaction start time of the second resource usage demand and wherein the amount of resource usage units consumed for demand satisfaction of the second resource usage demand is counted in a second scheduling counter mechanism if between the demand satisfaction start time of the first resource usage demand and the demand satisfaction start time of the second resource usage demand exactly one usage period change has occurred, which is referred to as first usage period change (independent of the time when this usage period change has occurred).
