To provide a covariance data creation device capable of omitting an aggregate calculation and suppressing an increase in computation cost.SOLUTION: A covariance data creation device calculates an assembly of fuel assembly based on a micro cross section, and includes a perturbation data creating step S12 for deriving a plurality of the perturbation amount of the micro cross section based on the micro-covariance data which is the data concerning the uncertainty of the micro-cross section and creating a perturbation amount of a plurality of micro cross sections derived as micro-perturbation data; a macro cross section derivation step S13 for calculating the assembly based on the micro-perturbation data created in the perturbation data creation step S12 and deriving a plurality of macro-cross sections corresponding to the perturbation amount of each of the plurality of micro-cross sections; and a macro-covariance data creation step S14 for creating macro-covariance data which is the data about the uncertainty of the macro cross sections based on multiple macro cross sections derived from the macro cross section derivation step.SELECTED DRAWING: Figure 5
