PROBLEM TO BE SOLVED: To suppress the amount of data communicated by a plurality of wake generators, while allowing the plurality of wake generators to obtain the wake of a moving object.;SOLUTION: A master side communication unit 601 receives partial wake data 102 that indicates a portion of the wake of a moving object from a wake generator. A master side integrated unit 602 generates, using the partial wake data 102, network integrated wake data 702 that indicates the wake of a moving object. A selection unit 604 selects a wake generator capable of observing the wake indicated by the network integrated wake data 702 from a plurality of wake generators. The selection unit 604 generates a list of addresses of selected wake generators and an integrated wake number that identifies the network integrated wake data 702 as a group list 103.
