To provide a steel plate and a steel pipe which has an excellent static strength of a joint, and provides a butt welding member having an excellent corrosion resistance after coating at a section around a weld metal part.SOLUTION: There is provided a steel plate comprising a base steel plate 12 and an Al coating layer 18 provided on both sides of the base steel plate 12. A removed section 22 where at least a part of the Al coating layer 18 is removed is formed on at least one section of both sides of peripheral end, and a remaining section 26 where the Al coating layer remains is formed on a region closer to the center of the steel plate than the removed section 22. When the boundary of the removed section 22 and the remaining section 26 is focused in a cross-sectional view, a section 100B having the shortest removal width W1 is provided at the outer side of the Al coating layer in the boundary, and a section 100D having the longest removal width W2 is provided at the side of the base steel plate rather than the outer side of the Al coating layer in the boundary.SELECTED DRAWING: Figure 1
