To provide an operation evaluation device, an operation evaluation method, and an operation evaluation program capable of evaluating operation work of a plant operator from the viewpoint of plant management.SOLUTION: An operation evaluation device evaluating operation work of a plant operator, comprises: an indicator calculation unit calculating a plurality of important performance evaluation indicators in process control by using data related to the process control performed by the operation work of the plant operator; a scoring unit scoring the operation work of the plant operator from the viewpoint of plant management by using the important performance evaluation indicators calculated in the indicator calculation unit; and an output unit outputting the score for each plant management viewpoint obtained in the scoring unit.SELECTED DRAWING: Figure 2
