To provide an operation planning device, operation planning system and operation planning method that enable power suppliers to procure power more inexpensively.SOLUTION: An operation planning device according to an embodiment has: a power prediction unit; a unit price prediction unit; and a first operation planning unit. The power prediction unit is configured to calculate a prediction value of power excluding power to be consumed by a specific facility in a plant of the power to be consumed in the plant, and the unit price prediction unit is configured to calculate a prediction value of a unit price of the power. The first operation planning unit is configured to: calculate a first procurement costs by a power supplier on the basis of a first candidate set indicative of a set of operating specific facilities of the specific facility, the prediction value of the power and the prediction value of the unit price; and, when the first candidate set satisfies a condition allowing the plant to be operated and the first procurement cost is minimum, determine the first candidate set as a first operation set indicative of a set of the specific facility caused to be operated.SELECTED DRAWING: Figure 1
