To provide a flush surface type outside handle device capable of properly operating a counterweight having an idle mechanism.SOLUTION: An outside handle device 1, which is a flush surface type one, includes a handle 10 rotatable about a shaft member 11 extending in the vertical direction of a vehicle. When the handle 10 undergoes an opening operation, a contact plate 15 is brought into abutment with a lever member 30. The lever member 30 rotates about a shaft member 31 extending in a vehicle width direction to cause a side door to be in an unlocked state. A counter weight 50, which is rotatable about the shaft member 31 extending in the same direction as the shaft member 11, is urged in a pressing direction of a projecting piece 16 by a coil spring 53. When a collision load occurs to the side door, the counterweight 50 presses the projecting piece 16 to prevent the handle 10 from opening. However, when a collision load occurs on a side door opposite to the side door, the counterweight rotates idly in a direction opposite to the pressing direction of the projecting piece 16.SELECTED DRAWING: Figure 3
