To efficiently execute enhanced learning.SOLUTION: An enhanced learning device 100 stores second torque characteristics obtained by modifying first torque characteristics representing the relationship between windmill torque of a windmill 110 for every wind speed and the rotation speed of the windmill 110. The first torque characteristics have a portion 131 having characteristics in which the rotation speed of the windmill 110 acts on a minute change in rotation speed of the windmill 110 in a direction to increase the minute change. The second torque characteristics are torque characteristics obtained by modifying the portion 131 of the first torque characteristics to have characteristics in which the rotation speed of the windmill 110 acts on a minute change in rotation speed of the windmill 110 in a direction to decrease the minute change.
