To create an appropriate electronic document from a paper document by efficiently combining OCR with ICR.SOLUTION: An apparatus for creating an electronic document from a paper document including printed characters and hand-written characters scans the paper document to acquire scan data, analyzes the acquired scan data to extract each of the printed characters and hand-written characters as objects, acquires arrangement information of the extracted objects to be compared with feature information of layout configurations of each of applications stored in advance, specifies an application corresponding to the acquired arrangement information, determines character recognition method on the basis of the feature information of the specified application, executes character recognition on each of the objects in accordance with the determined character recognition method, creates an electronic document on the basis of results of the character recognition, and outputs the created electronic document.SELECTED DRAWING: Figure 5
