An establishment assistance system 1, using information extracted from an existing system 4, assists in establishing knowledge information relating to operation and maintenance. The establishment assistance system is provided with: an information acquisition unit F10 which acquires predetermined information relating to the existing system 4; a key element extraction unit F12 which analyzes the acquired predetermined information and thereby extracts key element information representing key elements relating to logical judgements relating to operation and maintenance; and an operation and maintenance knowledge information extraction unit F14 which performs simulation analysis on the extracted key element information and thereby extracts and stores operation and maintenance knowledge information, which is knowledge information relating to operation and maintenance.
