To provide prospective participants with a 3R (Rest, Relaxation, and Recreation) action plan for stress mitigation.SOLUTION: A stress mitigation plan proposing system 1 includes a plan proposing device 20. The plan proposing device 20 is mutually communicatively connected with each of a user terminal 10 and a measuring device 30 via a network 40. The plan proposing device includes: a database for storing the degree of mitigation of stress expected by experience of activities; and an output unit for outputting in order to present a plan including the activities together with the degree of mitigation.SELECTED DRAWING: Figure 1
