To provide a novel and improved template carbon material for a fuel cell catalyst carrier capable of improving power generation performance furthermore, a method of producing a template carbon material for a fuel cell catalyst carrier, a catalyst layer for a fuel cell, and a fuel cell.SOLUTION: According to an aspect of the present invention, there is provided a template carbon material for a fuel cell catalyst carrier in which a relative pressure (P/P)c at which a hysteresis loop formed of a nitrogen adsorption-desorption isotherm is closed is more than 0.55 and less than 0.8, a nitrogen desorption amount dV between (P/P)c+0.1 and (P/P)c is more than 65 cm/g and less than 200 cm/g, and a BET specific surface area is more than 700 m/g and 2,000 m/g or less.SELECTED DRAWING: Figure 1
