To provide an on-vehicle device, a departure determination system and a departure determination method to support management of appropriate operational information.SOLUTION: An on-vehicle device includes: a storage section that stores operational information that is information relating to a bus stop to which a vehicle passes; an opening/closing detection section that detects the opening and closing of a door of the vehicle; a driving detection section that detects start of driving or stop of driving of the vehicle; and a departure determination section that determines that the vehicle has departed from the bus stop when the driving detection section detects the start of driving of the vehicle after the opening/closing detection section detects closing of the door.SELECTED DRAWING: Figure 1
