To provide a seminar management system, a seminar operation management device, a seminar management method, and a program, for preventing illegal attendance of seminars on the Internet and protecting revenue opportunities of an organizer side.SOLUTION: The seminar management system includes: an organizer side terminal device 10 on an instructor side hosting a seminar on a wide area communication network 1; and a student side terminal device 20 on a student 2 side who attends a seminar via the wide area communication network 1. In the vicinity of an image output device 21 of the student side terminal device 20, an imaging device 23 having an angle of view equal to or larger than the viewing angle of the image output device 21 is installed facing an image output front direction of the image output device 21.SELECTED DRAWING: Figure 1
