PROBLEM TO BE SOLVED: To provide a system and a method that are usable in order to realize time synchronization and time transmission with higher accuracy than PTP.;SOLUTION: A local device 10 capable of grasping an absolute time periodically sends out an optical pulse 22 to an optical transmission line 13 while being synchronized to the absolute time. A remote device 12 monitors the time interval Δt1 of optical pulses 22 arriving via the optical transmission line 13 in order to synchronize itself with the absolute time on the local device 10 side. By detecting a deviation between the time interval Δt1 of optical pulses 22 measured by the remote device 12 and the time interval Δt0 of optical pulses 22 sent out by the local device 10, the amount of optical fiber length variation of the optical transmission line 13 attributable to a temperature change is specified.
