PROBLEM TO BE SOLVED: To provide a wavelength conversion member capable of suppressing a deterioration in light emission performance due to temperature extinction when emitting a laser with high energy density, and a manufacturing method therefor and a light emission device.;SOLUTION: A wavelength conversion member 100 for converting light of a wavelength in a specific range into light of the other wavelength comprises: a first base material 110; a second base material 130 opposite to the first base material 110; a phosphor layer 120 being disposed on a surface opposite to the second base material 130 in the first base material 110, and made of phosphor particles emitting conversion light responding to absorption light and inorganic materials connecting the phosphor particles to each other and transmitting visible light; and a sealing part 150 for sealing a region interposed between the first base material 110 and the second base material 130.
