PROBLEM TO BE SOLVED: To provide a device and a method that can surely determine a solution in the calculation of a critical failure removal time.SOLUTION: A critical failure removal time calculation device includes a first information device for minimizing an objective function defined by the formula by using a first error vector μ, a second error vector μcontaining as a component the inner product between a direction in which the potential energy of a power system changes along a trajectory from a start point to an end point and a direction of the end point when viewed from a stable equilibrium point after removal of a failure, and a square diagonal matrix W, and a second information device for determining a multidimensional state variable xat the time when the objective function is minimized, and a failure elimination time τ corresponding to the multidimensional state variable x.SELECTED DRAWING: Figure 3
