The purpose of the invention is: to provide a layered antifouling coating film capable of achieving excellent antifouling performance in both high operation conditions, such as long-term high-speed operation and high operation rate, and low operation conditions during the initial stage of immersion such as rigging; and also to provide an antifouling base material covered by said layered antifouling coating film, and a ship. This layered antifouling coating film comprises: (A) an upper-layer antifouling coating film formed by an upper-layer antifouling coating composition (a); and (B) a lower-layer antifouling coating film formed by a lower-layer antifouling coating composition (b). The layered antifouling coating film is characterized in that: the upper-layer antifouling coating film (A) is layered upon the lower-layer antifouling coating film (B); and when AVA and AVB are respectively defined as the acid value of solvent-soluble content(s) in each of the upper-layer antifouling coating film (A) and the lower-layer antifouling coating film (B), the following formula (1) is satisfied: AVA AVB … (1).
